About Global Network of Young People Living with HIV

The Global network of young people living with HIV (Y+ Global) is looking for a passionate and qualified person to lead its secretariat in the capacity of Executive Director. In 2022, Y+ Global released its strategic plan from 2022-2025. The plan sets out three critical pillars that inform our approach to all areas of our work, including building our network, advocacy, programmes, fundraising, administration, governance, and working with partners. We are looking for a dynamic, innovative person with strong leadership skills to implement the Y+ vision and mission.

Y+ Global is made up of a diverse group of young people, from a range of experiences, regions, and ethnicities. We operate a non- discriminating policy towards persons, sex, sexuality, sexual orientation and HIV status. For that reason, candidates must be anti-oppressive, operate in a manner that supports equality and diversity. We strongly encourage those with lived experience infected/affected by HIV and people from key populations to apply.

Applicants must support and believe in the importance of meaningful youth engagement (MYE) and decision making and must feel comfortable to take direction from a group of young people.

Overall Responsibility

The Executive Director is responsible for the overall strategic direction of Global Network of Young People Living with HIV (Y+ Global) and maintaining Y+ role as the key youth organization for young people living with HIV globally. They will be committed to the organizational vision, mission and objectives always. They will oversee resource mobilization, and the development of strategic partnerships with other national and international organizations. Representation of Y+ and its values, will guide the organization's reputation and standing with the community, international donors, and other key stakeholders.

They will supervise and coordinate the planning, design, and implementation of planned and anticipated programs, provide technical expertise and actively lead key phases of operations. The Executive Director will have full accountability for Human Resource, Finance and Administrative Management in compliance with donor rules, statutory laws, and contractual obligations always.

Specific Responsibilities

Strategy development and implementation

• To be responsible for creating, developing, reviewing and implementing the strategic plan from guidance of the Y+ board leadership.
• Develop strategic partnerships with other national and international organizations around young people interventions, leveraging opportunities for resource mobilization and deepening impact by enhancing Y+ niche, technical competence, prior donor experience and geographical presence.
• Keep abreast on socio-economic and political changes in the environment and undertake timely strategic review of the strategy ensuring continued adaptation to the rapidly changing environment. This will ensure ongoing internal organizational analysis and reflection of capacities and institutional comparative advantages.
• Research funding sources, oversee the development of fundraising plans, supervise the organization of fundraising campaigns and events, and support in the development of winning funding proposals to ensure continuous access to funds to sustain and grow the organization with support from in-country staff.
• Identifying advocacy opportunities to the Board and to staff that fit with the strategic plan, overseeing the implementation of advocacy activities, and leading those advocacy activities where appropriate.
• With guidance from the Y+ board leadership, to provide overall administrative management of Y+ including the provision of leadership in the further development of internal functions, systems and procedures for effective programs delivery, financial management and administration.
• To keep the team updated on institutional and programmatic developments through regular meetings and report on critical organizational matters as applicable.

Programme Development and Management

• Supervise and coordinate the planning, design, and implementation of planned and ongoing projects in line with the objectives of strategic plans.
• Work with stakeholders and partners to support guidelines, standards, policies, and procedures related to our programmes, with the focus on ensuring a better quality of life for young people living with HIV.
• Ensure compliance to internal processes such as annual planning, mid-term reviews, annual reporting, strategic planning and reviewing and other organization wide initiatives, through the effective leadership and coordination with other staff members and the Y+ board.
• Supervises and coordinates the planning and implementation of the Y+ programmes, overseeing the inclusion of quality control project activities and deliverables, by monitoring project performance against the new work plan objectives.
• To oversee and authorize funding and expenditure of the organization to ensure donors, national and international standards are respected, and that programs and projects are compliant and viable.
• Advocate for research outputs to be applied to national policy with the aim of optimizing strategies relating to prevention, care and treatment of HIV/AIDS

Financial Management & Control

• Ensure that the control of expenditure and the disbursement of resources are in accordance with established procedures and maintain the financial as well as legal integrity of the organization.
• Provide progress and financial reports in cooperation with the Financial Manager as required by the donors and Y+ procedures and any other relevant stakeholder.
• Ensure that effective Grant Management and Compliance systems are consistent with Statutory and Donor requirements, maintain Good Practices, and that financial policies are in place and adhered to.

Human Resource Development & Management

• Maintain effective and appropriate staff recruitment, induction, appraisal, remuneration, development, and termination practice at all levels to ensure the optimum utilization and development of human resources, in line with Y+ Human Resources Policies, and relevant legislation.
• To assist in building and maintaining a sense of unity within the organization through articulating and sharing its vision, values, culture and goals to inspire and motivate the staff to be enthusiastic about their roles and responsibilities and responsive to donors, stakeholders, beneficiaries and the operating environment.
• Coordinate regular reviews and update of the human resources policy and ensure compliance to such as the national labor laws.

Engagement of the Donors, Stakeholders and Community

• To ensure the development and maintenance of good relations between the organization and key external institutions, including partner organizations and programmes, key government representatives, technical working groups, donor agencies and other key non-governmental bodies.
• To represent the organization and serve as the primary liaison with local and national authorities, partner organizations, international organizations, and donor agencies to raise Y+ profile, facilitate resource sharing, successfully coordinate stakeholders’ activities and influence policy debate on issues relating to HIV, maternal neonatal and child health and health system strengthening.

Qualifications/Expertise

• Minimum of 5 years in non-profit/public service management with specialization in HIV/ AIDS, experience in an executive leadership role in HIV/ AIDS or a related public health field and working with young people effectively. Young candidates under 30 years old are highly encouraged to applyfor this position.
• Bachelor’s degree in public health, Social Sciences, International Development or in related fields, a master’s degree in the above areas is an added advantage and highly desired
• Ability to work independently (coordinate implementation of research project) without direct supervision.
• Ability to be flexible, strategic, and creative in all project planning, project implementation, policy development and structure.
• Excellent communication skills (documentation, report writing, proposal writing, publications).
• Significant senior leadership and management experience in the development and delivery of high- quality programme, influencing and humanitarian strategy, with and through partners.
• Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines and geographical areas.
• Significant experience in managing an independent NGO that is successful in marketing, fundraising, positioning and delivering quality programmes and running the organization in a sustainable manner.
• Excellent knowledge of developing programme activities, including HIV service delivery, capacity building, and public health and programme monitoring in collaboration with partners and other stakeholders.
• Comprehensive knowledge of HIV prevention, care, and treatment programmes.
• Strong understanding of the international development context and experience in the international development sector (NGO, direct bilateral, UN Agencies, multilateral relationships) and with cross cultural teams.
