This document presents a comprehensive assessment of the HER Voice Fund (HVF) Strategy 2022–2025, highlighting how its four-pillar model—flexible grant-making, leadership development, organizational strengthening, and advocacy—has successfully shifted power towards adolescent girls and young women (AGYW) as leaders in health and rights advocacy. Drawing on extensive data, case studies, and stakeholder engagement across multiple countries, the report demonstrates how resourcing and trusting AGYW enables them to influence policies, shape funding priorities, improve service delivery, and strengthen accountability within HIV, TB, and malaria responses. It also examines the challenges posed by shrinking civic space and evolving health systems, while offering strategic recommendations for 2026–2030 to strengthen AGYW-led advocacy, enhance resilience, and ensure their meaningful inclusion in decision-making processes at all levels.
