In 2012, UNESCO collaborated with the Global Network of People Living with HIV (GNP+)
and the Global Network of Young People Living with HIV (Y+ Global) to produce the
publication “Positive Learning: meeting the needs of young people living with HIV (YPLHIV)
in the education sector.”1 Part I of the publication provides an overview of the evidence base and identifies key issues and challenges for young people living with HIV in the context of education settings. Part II of the publication provides recommendations for the education sector on areas including confidentiality and disclosure, stigma and discrimination, treatment and care, sexual and reproductive health and rights, and protection, care and support.
With growing demands to address young people living with HIV’s issues around treatment access and adherence, viral load suppression, disclosure, sexuality, relationship and stigma and discrimination, the positive learning publication had already shown its relevance especially in education settings.
It’s in that perspective that UNESCO is collaborating with Y+ Global and GNP+ to revise and support the country implementation of the positive learning publication to contribute to addressing these emerging issues and realities of young people living with HIV.
The revised Positive Learning publication would provide national education sectors with updated recommendations and tools to help them fulfill this vision.
The objectives of this piece of work are more specifically:
- Ensuring the meaningful engagement of young people living with HIV in the process, including the establishment of a Global Consultative Group,
- Organizing and convening a face-to-face and virtual meeting of the Consultative Group,
- Support for finalization and launch of Positive Learning 2.0
How will we get this work done?
Y+ Global, GNP+ and UNESCO have formed a project advisory group to get this piece of work done. Jointly, we will pull together a consultative group, consisting of several stakeholders from the education sector. The consultative group will help guide the project.
We will hire two consultants – a junior and a more experienced consultant. The two consultants would work as a team, supported by the project advisory group (Y+ Global, GNP+ and UNESCO), to lead the activities in the project, including reviewing of current literature and, programmes on young people living with HIV and the education sector and the development of the positive learning 2.0 publication.
What do we expect of the junior consultant?
The junior consultant would achieve the following:
- Join the more experienced consultant in doing some research to learn from the implementation of the previous tool
- Organize and coordinate consultations/surveys with young people living with HIV
- Work closely with the more experienced consultant to collect other qualitative and quantitative data from relevant stakeholders through methodologies such as an online survey, focus group discussions and in-depth interviews.
- Co-facilitate a series of multi-stakeholder consultations, including Ministries of Education. Most of these will be held virtually/online.
- Work with more experienced consultant to revise guidelines and develop materials to be used in education sector.
- Ensure the meaningful and ethical engagement of young people living with HIV in the consultations and in the development of materials.
- Ensure Y+ Global and relevant stakeholders are in the loop about the revision of this tool.
- Work with the Y+ Global Communication, Evidence and Influence Adviser to feed into Y+ Global led advocacy about addressing stigma and discrimination in the education setting.
- Support the dissemination of the revised Positive Learning tools by producing a dissemination plan to get the tool and materials out there!

The consultant’s services are required during the period March 2021 to November 2021, for an estimated 120 days of work. The deliverables will be submitted according to the proposed schedule described below:

Consultancy Management
This consultancy will be managed by Y+ Global, with support from GNP+ and UNESCO. We anticipate that most (and potentially even all) work will be done virtually. The experienced consultant in this project will be managed by UNESCO. The experienced consultant will provide specific mentorship and support to the junior consultant so they grow and develop their skills through this project.
Skills and qualifications
- A bachelor’s degree in any of the following field: Business Administration, Public Health, International Relations, Social Work or equivalent.
- At least 2 years’ experience working in NGO sector, particularly with young people
- Strong organisational and coordination skills
- Team worker
- Skilled in use of IT (Microsoft Word, Excel, PowerPoint and able to navigate things online)
- Ability to coordinate key responsibilities within the time frame and meet necessary requirements
- Knowledge of HIV prevention, care and treatment programmes.
- Demonstrable interest and enthusiasm for the engagement of young people in processes and decisions that affect their lives
- Ability to communicate well and work with a range of stakeholders
